Why do we continue to use poisonous and harmful cleaning solutions? And why are these still bought and sold?

The issue is little is done to regulate the use of these chemicals. For example wearing protective masks, latex gloves and eye wear is rarely in forced in personal or commercial use. Many of these products are not Eco friendly and cause many air born allergens. Further, effecting the future health of our society.
Obviously, I know the simple answers. How can we educate people to put an end to this?
